Personally, I would have thought that replacing a broken/missing globe on a porch light would have fallen under "Exterior Building Maintenance" making it their problem, not yours! Painting, roofing, and siding rapairs are their responsibility, what about exterior lighting? Time to dig out those HOA bylaws and see if its even your responsibility.
